Amends TCA Title 49, Chapter 6, Part 1.

Present law authorizes local education agencies (LEAs) to apply to the department of education for funding and approval of pre-kindergarten programs. The programs are awarded on a competitive basis subject to funding.

This bill requires the department of education to create a three-year early learning pilot program to identify early learning programs that provide opportunities for quality early childhood education and improvement in student outcomes. This program will:

(1) Begin in the 2019-2020 school year and conclude at the end of the 2021-2022 school year; and
(2) Be funded through a system of competitive grants utilizing voluntary pre-K funding available under present law, as described below.

This bill requires the department to develop a grant application and establish a system for submitting applications and for awarding grants. The department will award a grant to no more than five LEAs that create a program, as approved by the department, that implements an early learning program to serve economically disadvantaged students from birth through the third grade. This program will be in lieu of the LEA operating a voluntary pre-kindergarten program. The grants will be subject to available funding.

This bill requires the department to study the impact of the pilot program on student outcomes and, at the conclusion of the program, report its finding and recommendations to the education committees of the house of representatives and senate no later than March 1, 2023.

Funding for the pilot program will be through grants currently available to pre-K programs. Pre-K programs established under present law are subject to annual appropriations and the LEAs: must provide local matching funds, including in-kind matches; are prohibited from using these funds to supplant any other state or local funds for pre-kindergarten programs; and are prohibited from requiring students to pay tuition or fees to attend.

This bill will be repealed on March 1, 2023.
