Amends TCA Section 57-4-102.
In addition to designating the Brian Paul Hotel in Davidson County as a premier type tourist resort for purposes of consumption of alcoholic beverages on the premises, including all property that constitutes the facility, this bill authorizes the Brian Paul Hotel to obtain a separate retail license and operate a package store on its premises. The present law requirement that a person must have been a state resident for two years before becoming eligible for issuance of a retail package store permit will not apply to the Brian Paul Hotel. The present law moratorium on the issuance of new retail package store licenses, whereby new applicants in jurisdictions that authorized retail package stores before April 1, 2018, must obtain a license from a current licensee and apply to transfer the license, will not apply to the Brian Paul Hotel. This bill authorizes a retail package store operated by the Brian Paul Hotel to deliver alcoholic beverages to its guests who are at least 21 years of age on premises without obtaining a delivery license or delivery employee license. This bill authorizes the Brian Paul Hotel to deliver sealed alcoholic beverages and beer to guests through locked, in-room units so long as liquor is not dispensed in bottles containing more than one liter and the hotel does not give keys to the units to anyone under 21 years of age.
