Amends TCA Title 49, Chapter 4, Part 10.

Present law establishes the Tennessee Support, Training, and Renewing Opportunity for National Guardsmen (STRONG) program to provide tuition reimbursement to an educational institution on behalf of eligible members of the Tennessee national guard. Generally, the program provides tuition reimbursement for up to 120 credit hours attempted in pursuit of a bachelor's degree. Under present law, the STRONG program will be repealed on June 30, 2021. This bill makes various changes to the STRONG program, as follows: (1) Adds colleges of applied technology to the types of institutions attendance at which is eligible for the program, thereby making vocational and technical courses of study eligible for the program; (2) Adds mandatory fees to the definition of "tuition" so that such fees will be eligible for reimbursement under the program; (3) Specifies that the program does not provide tuition reimbursement for doctoral programs or for semester hours attempted before graduating from high school or earning a high school equivalency diploma; (4) Maintains the current eligibility requirement of maintaining a GPA of at least 2.0 for undergraduate, vocational, and technical programs, and increases the minimum GPA requirement to 3.0 for a master's program; (5) Specifies that the maximum reimbursement an institution may be paid for a program member is 120 semester hours, rather than "credit hours", and defines "semester hour" to mean the credit hour used by an educational institution and include each semester hour attempted, whether remedial or for credit toward a degree; (6) Establishes 40 semester hours as the maximum number of hours eligible for reimbursement in pursuit of a master's degree; (7) Establishes 24 semester hours as the maximum number of hours eligible for reimbursement in pursuit of a certificate or diploma from a vocational or technical program; (8) Authorizes reimbursement of up to 30 additional semester hours for a person enrolled in a ROTC program offered through a college or university. Any program members receiving a ROTC scholarship must exhaust the benefits of the ROTC scholarship in order to be eligible for tuition reimbursement under this bill; and (9) Extends the program to June 30, 2025.
