Amends TCA Section 54-5-853.

Before beginning highway construction, present law requires the department of safety to notify the owners of utility facilities that occupy or may occupy the rights-of-way of all highways described in the notice on which construction is proposed to be performed by certified mail. If the owners do not respond within 60 days, the department is required to send a second notice, also by certified mail. This bill authorizes the notices to be sent either by certified mail or by electronic transmission of a digital copy.
