Amends TCA Title 8.

Subject to certain exceptions, this bill designates as confidential and not subject to public disclosure all proprietary information provided to the department of finance and administration division of benefits administration for the purposes of administering insurance plans established or approved by the state insurance committee, the local education insurance committee, and the local government insurance committee. This bill specifies that its provisions do not: (1) Conflict with the Insurers Rehabilitation and Liquidation Act; (2) Prohibit disclosures to the medicaid fraud or drug investigation units of the TBI for law enforcement activities; or (3) Limit access to, or use of, the records that this bill makes confidential by governmental agencies performing official functions.
