Amends TCA Title 4; Title 7; Title 8 and Title 41.
Present law requires the commissioner of correction to transmit to the general assembly, at each regular session of that body and during the first week of the session, a report in full of the transactions of the penitentiary during the two years preceding the report, and showing, among other things:<br /> <br /> (1) The number of inmates confined in the penitentiary;<br /> <br /> (2) The offenses for which committed;<br /> <br /> (3) Their ages, previous occupation, birth place and residence;<br /> <br /> (4) Their respective periods of imprisonment;<br /> <br /> (5) The different kinds of businesses in which they are employed;<br /> <br /> (6) How many employed in each kind of business; and<br /> <br /> (7) The profit or loss.<br /> <br /> This bill revises the above provisions to require that the report also be submitted to the legislative librarian; that it be submitted "annually during the first week of session"; that it be used by the general assembly to determine potential financial savings for the penitentiary; and that it include, in addition to the information described above in (1)-(7), the following:<br /> <br /> (A) The amount of funding for penitentiary inmates;<br /> <br /> (B) The number and age of inmates participating in rehabilitation programs, including pilot programs, and the cost of the programs;<br /> <br /> (C) A listing of the educational programs offered to inmates, including a summary of each program and its cost; and<br /> <br /> (D) The number of inmates released, released on probation, or released<br /> <br /> on parole. <br /> <br /> This amendment also adds a requirement that the commissioner submit an annual report to the general assembly and the legislative librarian, during the first week of session, regarding the transactions and activities of the county or municipal correctional facilities during the year preceding the report. The report must include the items described above in (1)-(7) and (A)-D), as it relates to the county or municipal correctional facility, as well as an estimate of the average length of state before an inmate is sentenced.<br />
