Amends TCA Title 4, Chapter 7 and Title 8, Chapter 27.

Generally under present law, the state insurance committee may establish a health benefit, as the committee deems necessary and reasonable, for state employees who are retired. Present law requires the committee to establish a schedule of premiums and authorizes the committee to establish a schedule of defined contributions for retirees eligible for the health benefits so established. The schedule must be graduated to reflect the retiree's length of service. Present law provides that retirees with:<br /> <br /> (1) 30 or more years of service must receive 80 percent of the scheduled premium or defined contribution; <br /> <br /> (2) 20 years of service, but less than 30 years of service must receive 70 percent of the scheduled premium or defined contribution; and<br /> <br /> (3) Less than 20 years of service must receive 60 percent of the scheduled premium or defined contribution. <br /> <br /> This bill revises the above provision to include, as an exception to item (2) above, that any Tennessee Highway patrol member who is a retiree with 25 years of service must receive 80 percent of the scheduled premium or defined contribution. <br /> <br /> This bill applies to persons retiring on or after January 1, 2021. <br />
