Amends TCA Title 39, Chapter 17.

Present law generally authorizes any individual, corporation, business entity, or government entity or agent thereof to: (1) Prohibit the possession of weapons by any person who is at a meeting conducted by, or on property owned, operated, or managed or under the control of the individual, corporation, business entity, or government entity; or (2) Restrict the possession of weapons by any person who is at a meeting conducted by, or on property owned, operated, or managed or under the control of the individual, corporation, business entity, or government entity by allowing a handgun to be carried in a concealed manner only by handgun carry permit holders. Subject to certain exemptions, under present law it is a Class A misdemeanor offense for a person to possess or carry, with the intent to go armed, certain weapons, not used solely for instructional, display or sanctioned ceremonial purposes, in or on the grounds of any public park, playground, civic center or other building facility, area or recreational property owned, used or operated by a state or local government entity. Among the persons exempted are law enforcement officers in the discharge of their official duties. Subject to certain exceptions, present law also generally authorizes law enforcement officers to carry firearms at all times and in all places within Tennessee, on-duty or off-duty, regardless of the officer's regular duty hours or assignments. This bill clarifies that the present law authorization for an entity to prohibit or restrict weapons does not prohibit a commissioned law enforcement officer from carrying a firearm when the officer is on or off duty and to require that posting indicating such exemption for law enforcement officers. This bill also clarifies that the exemption to the ban on weapons on parks and other similar places for law enforcement officer applies regardless of whether the officer is on duty.
