Amends TCA Title 4, Chapter 3, Part 5; Title 7, Chapter 35; Title 65; Title 68 and Title 69.

Present law generally requires that a person, other than a person who discharges into a publicly owned treatment works or a person who is a domestic discharger into a privately owned treatment works, obtain a discharge permit pursuant to the Water Quality Control Act before engaging in the construction, installation, modification, or operation of any treatment works, or part thereof, or any extension or addition thereto. Present law requires the Tennessee board of energy and natural resources to adopt rules creating a system of incentives for alternatives to discharges to surface waters, such as land application and beneficial reuse of the wastewater. This bill exempts from the permit requirement a land application system authorized under the board's rules for a system of incentives for alternatives to discharges to surface waters.
