Amends TCA Title 49, Chapter 4 and Title 49, Chapter 7.

This bill consolidates various present law reporting requirements concerning lottery-funded scholarships and grants into the annual report that the Tennessee higher education commission (THEC) provides to the education committees of the senate and the house of representatives. This bill enacts the "Skills for Jobs Act" to replace the department of labor and workforce development's annual workforce needs report, THEC's annual reports on labor education alignment programs (LEAPs). This bill requires THEC, in partnership with the department of labor and workforce development, the department of economic and community development, the department of education, and any other entity THEC deems appropriate, to produce an annual report regarding state workforce need projections and credential production. The full text of this bill specifies certain contents that the report must include. This bill requires various state government departments to assist THEC in producing the report by collecting certain information concerning workforce needs and providing such information to THEC. This bill requires THEC to submit the report by March 1 of each year to the education committee and the commerce and labor committee of the senate, the education administration committee and the commerce committee of the house of representatives, the governor, and other government and higher education entities that are specified in the full text of this bill. This bill requires THEC to consolidate into the annual Tennessee Postsecondary Education Fact Book report information that THEC presently reports separately in an annual report on federal and state appropriations made for federal land-grant institutions of higher education. Present law requires each institution of higher education to annually report to THEC an accounting of student activity fees. This bill instead requires each public university and community college to report such information to THEC.
