Amends TCA Title 33 and Title 41.

Present law authorizes county mayors (acting in consultation with the commissioner of correction, the board of parole, and the commissioner of mental health and substance abuse services) to establish pilot projects to provide an intensive program of diagnosis, treatment, and rehabilitation for chemically dependent county prisoners and state inmates housed within county correctional facilities. This bill adds to present law by: (1) Authorizing the pilot projects to partner with or use the services of a nonprofit organization to provide diagnosis, treatment, and rehabilitation; and (2) Specifying that rehabilitation may include vocational and educational counseling services to participants of the pilot projects. Present law prohibits the obligation or expenditure of state funds for the pilot projects. This bill changes present law by authorizing the pilot projects to utilize any state dollars appropriated to the pilot projects by the general appropriations act.
