Amends TCA Title 13, Chapter 20, Part 1.

This bill broadens the list of entities that authorized to develop a mixed-finance project under the House Authorities Law to include a private party on property that is owned by a housing authority and leased to the private party. A mixed-finance project is a project that is financially assisted by private resources, which may include low-income housing tax credits, in addition to an amount provided under any state or federal program. Present law authorizes the city or county for which a housing authority is created to delegate to such housing authority the authority to negotiate and accept payments in lieu of ad valorem taxes from the housing authority's lessees operating low-income housing tax credit property. This bill changes such authorization to include delegation to the housing authority the authority to negotiate and accept payments in lieu of ad valorem taxes from the housing authority's lessees operating mixed-finance projects.
