Amends TCA Title 7 and Title 86.

This bill requires, by June 30, 2022, the state emergency communications board to promulgate rules to establish model standards for all of this state's 911 emergency communications districts (ECDs). The model standards must include uniform dispatching requirements and standards and require all ECDs to be staffed by ECD-paid employees or contract workers. Under this bill, each ECD will have until June 30, 2027, to adopt and implement the model standards. An ECD that fails to adopt and implement the model standards by June 30, 2027, will thereafter only receive 75 percent of the 911 user surcharge fees to which the ECD would have been entitled through the state emergency communications board. The state emergency communications board will retain 25 percent of the user surcharge fees from this ECD until the ECD is in compliance with the model standards. This bill will not apply to Hamilton, Knox, Davidson, or Shelby counties.
