This bill creates regional infrastructure councils of businesses, local and state government leaders, and community members to work with state and federal agencies to: (1) Prioritize projects to make existing and future infrastructure resilient to environment demands and damage; (2) Secure funding for such projects; and (3) Encourage life-cycle cost and revenue analysis for large infrastructure projects. Each regional infrastructure council will be composed of at least five but no more than seven members, appointed by the commissioner of economic and community development, and include representatives from state and local governments, private businesses, and local communities and universities. The full text of this bill details the goals of the regional infrastructure councils, which includes prioritizing infrastructure needs in the region the councils serve. This bill requires the department of economic and community development to create at least three but no more than six regional infrastructure councils in each of the three grand divisions of this state and to promulgate rules to establish a process for reporting and liaising with existing state entities.
