Amends TCA Title 4, Chapter 10; Title 6; Title 7; Title 13 and Title 65, Chapter 4.

This bill deletes requirements for cities and counties to develop comprehensive growth plans. In 1998, the general assembly enacted comprehensive legislation governing the growth policy for this state, with the stated purposes of eliminating annexation or incorporation out of fear, establishing appropriate incentives, matching growth and services, stabilizing county budgets and minimizing urban sprawl. The legislation, codified in TCA Title 6, Chapter 58, established for each county a coordinating committee and required each committee to develop a recommended growth plan not later than January 1, 2000. Present law contains provisions governing such growth plans, urban growth boundaries, and annexation procedures. This bill deletes all of TCA Title 6, Chapter 58 - Comprehensive Growth Plans, and deletes related references throughout the code. NOTE: It appears that a reference to the year 2021 in Section 15 of this bill should be 2012. ON APRIL 5, 2021, THE SENATE ADOPTED AMENDMENT #1 AND PASSED SENATE BILL 1201, AS AMENDED. AMENDMENT #1 rewrites this bill to reduce the number of times that joint economic and community development boards are required to meet each year from four times to once.
