Amends TCA Title 49.
ON APRIL 14, 2021, THE HOUSE ADOPTED AMENDMENT #1 AND PASSED HOUSE BILL 1570, AS AMENDED.<br /> <br /> AMENDMENT #1 rewrites this bill and requires the commissioner of education to obtain approval from the state board of education for changes to the formula used to calculate school or LEA performance goals and measures established pursuant to present law. To ensure stakeholder input, before submitting a proposal to the state board to change the formula used to calculate performance goals and measures for schools or LEAs, the commissioner must convene a working group that includes, but is not limited to:<br /> <br /> (1) The chair of the education administration committee of the house;<br /> <br /> (2) The chair of the education instruction committee of the house;<br /> <br /> (3) The chair of the education committee of the senate;<br /> <br /> (4) The executive director of the state board of education;<br /> <br /> (5) A representative from the Tennessee organization of school superintendents;<br /> <br /> (6) A representative from the Tennessee school boards association;<br /> <br /> (7) A public school teacher employed at a school located:<br /> <br /> (A) In an urban area in this state;<br /> <br /> (B) In a suburban area in this state; and<br /> <br /> (C) In a rural area in this state; and<br /> <br /> (8) A parent of a child who is enrolled in a public school in this state. <br /> <br /> To ensure meaningful stakeholder engagement, the commissioner must provide relevant materials in advance of a convening of the working group to provide adequate time for working group members to gather feedback from the members' respective peers.<br />
