Amends TCA Title 4, Chapter 56.

This bill specifies the duty of the chief procurement officer to create a central database of information regarding grant recipients and sub-recipients for monitoring purposes, as described below. Present law provides that the chief procurement officer has the duty to develop proposed rules and regulations, policies, standards and procedures that establish, among other things, a central grant management process that will assist agencies in identifying grant opportunities and provide for a central database of information regarding grant recipients and sub-recipients for monitoring purposes. This bill deletes the reference to the chief procurement officer establishing rules that "provide for a central database of information regarding grant recipients and sub-recipients for monitoring purposes" and instead specifically requires the chief procurement officer to establish, by March 31, 2023, a central database of information regarding grant recipients and sub-recipients for monitoring purposes. This bill also requires that the database include at least the following: (1) The grant recipient and sub-recipient information, including state grants and loans received by recipients and sub-recipients, sufficient for entities to prepare the schedule of expenditures of federal awards required by the United States office of management and budget’s uniform guidance; (2) The federal grant recipient and sub-recipient information sufficient to determine which entities are subject to audit under the federal Single Audit Act of 1984, and the United States office of management and budget's uniform guidance; and (3) The state grant recipient and sub-recipient information sufficient to determine which entities are subject to audit under policies and procedures promulgated by the comptroller of the treasury. This bill requires all state agencies to use the database and provide and update information in the central database, as required by the chief procurement officer. This bill requires the chief procurement officer to implement rules, policies, procedures, or templates regarding the grant management process that must be approved by the procurement commission.
