Amends TCA Title 49, Chapter 1, Part 10.

This bill requires the coordinated school health program to submit a mid-year report to the department of education to determine if funds within the program should be redistributed.<br /> <br /> Under present law, the commissioner of education, in consultation with the department of health, must develop guidelines for the implementation of a coordinated school health program. Also, the department of education is responsible for establishment of the Connie Hall Givens coordinated school health grant program to assist LEAs in implementing a coordinated school health program3<br /> <br /> This bill requires the department of education to establish a deadline by which each coordinated school health program must submit a mid-year budget report each year to the department. The coordinated school health program's report must indicate:<br /> <br /> (1) If the program anticipates using the remainder of the program's allocation for the remainder of the fiscal year; and<br /> <br /> (2) If the program requests an additional allocation that aligns with the program's application and action plan in support of the program's goals, initiatives, and objectives.<br /> <br /> Under this bill, if a program does not anticipate using the full remainder of the program's allocation for the remainder of the fiscal year based upon the mid-year budget report, then the coordinated school health program must divert the program's allocation of which the program does not anticipate to use back to the coordinated school health grant program's general fund. <br /> <br /> This bill requires the department to:<br /> <br /> (1) Review each mid-year budget report; <br /> <br /> (2) Determine if a program's request for additional allocation aligns with the program's application and action plan in support of the program's goals, initiatives, and objectives; <br /> <br /> (3) Divert a program's funds that are released pursuant to this bill back to the coordinated school health grant program's general fund; and <br /> <br /> (4) Reallocate the diverted funds to programs that request additional allocations that align with the program's application and action plan in support of the program's goals, initiatives, and objectives. <br /> <br /> This bill specifies that a program must receive the reallocation prior to the end of the current fiscal year.<br /> <br /> ON APRIL 11, 2022, THE SENATE ADOPTED AMENDMENT #1 AND PASSED SENATE BILL 1888, AS AMENDED.<br /> <br /> AMENDMENT #1 adds that this bill will be repealed July 1, 2023, if Senate Bill 2396 / House Bill 2143, regarding education funding, becomes law.<br />
