Amends TCA Title 49, Chapter 5 and Title 49, Chapter 6.

ON MARCH 21, 2022, THE HOUSE ADOPTED AMENDMENT #1 AND PASSED HOUSE BILL 1901, AS AMENDED. AMENDMENT #1 rewrites this bill to prohibit the granting of a temporary permit to teach: (1) A physical education class; (2) A special education course; or (3) A course for which an end-of-course examination is required. Under this amendment, upon the request of a director of schools or the director of a public charter school, as applicable, the commissioner may issue an endorsement exemption to a teacher to teach any course or subject area, except a physical education class or a special education course, for the 2022-2023 and 2023-2024 school years. The commissioner may renew, for the 2022-2023 and 2023-2024 school years, a temporary permit issued to an individual pursuant to present law, which allowed certain endorsement exemptions and temporary permits for the 2021-2022 school year, except that a teaching permit issued pursuant to present law for a physical education class will not be renewed. At the end of each of the 2021-2022, 2022-2023, and 2023-2024 school years, the department of education must report to the education committee of the senate and the education administration committee of the house the number of endorsement exemptions and temporary permits that were requested for the respective school year pursuant to the present law provision and this bill as amended and the number that were issued.
