Amends TCA Title 49, Chapter 1; Title 49, Chapter 2 and Title 49, Chapter 6.

Present law requires LEAs to provide 180 days of classroom instruction in each school term. This bill authorizes LEAs to meet up to 10 days of the classroom instruction requirement via remote instruction by requiring a class, school, or all schools of the LEA to utilize remote instruction: (1) In the event of dangerous or extreme weather conditions or of serious outbreaks of illness affecting or endangering students or staff; or (2) On days that the school administers end-of-course assessments or readiness assessments; provided, that the students taking an assessment do so in person. This bill requires an LEA that provides remote instruction to provide: (1) Students enrolled in kindergarten access to at least four hours of instruction each day; and (2) Students enrolled in grades one through 12 access to at least 6.5 hours of instruction each day. In tracking daily student attendance and compliance with state school attendance and truancy intervention laws, this bill requires an LEA to implement policies and procedures for the LEA to request and receive daily confirmation of student participation in instructional time; determine excused versus unexcused student absences; and implement interventions to address student absences during remote instruction. ON MARCH 24, 2022, THE SENATE ADOPTED AMENDMENT #1 AND PASSED SENATE BILL 1887, AS AMENDED. AMENDMENT #1 reduces from 10 to two the number of remote instruction days that this bill would authorize and deletes the requirements that LEAs make school meals and IEP-related services available on days that remote instruction is provided pursuant to this bill.
