Amends TCA Title 49.

Present law authorizes any state college or university under the direction of the board of regents or a state university board to maintain a training school for grades pre-K-12, or any combination of grades pre-K-12, for the purpose of providing practice teaching experience for teachers in training. Each institution, acting through its governing board, is authorized to contract with the local board of education in the county or city in which the college or university is located to provide for the teaching of the children of public school age in the training school, whereby the training school receives all state and federal funds received by the local board of education as a result of this contract for the operation of the school, including per capita allocations, equalization funds, capital outlay funds, textbook funds, and any other funds that may be allocated for the operation of public schools of this state. The control of a training school is wholly under the direction of the respective institution. This bill adds authorization for institutions to contract with the state board of education for the provision of students at a training school. This bill also specifies that the contracting institution will be entitled to local, as well as state and federal funds. If the state board of education contracts with an institution to operate a training school pursuant to this bill, then the state board will receive from the department of education or from the LEA in which the training school is located, as appropriate, an amount equal to the per pupil state and local funds received by the department or LEA for the students enrolled in a training school authorized by the state board. The state board shall receive, for the training schools the state board authorizes, all appropriate allocations of federal funds as received by other LEAs under federal law or regulation. All funding allocations and disbursements must be made in accordance with procedures developed by the department. ON MARCH 3, 2022, THE SENATE ADOPTED AMENDMENT #1 AND PASSED SENATE BILL 2017, AS AMENDED. AMENDMENT #1 rewrites the bill so that it only amends the present law provision described above in the bill summary whereby an institution, acting through its governing board, may contract with the local board of education in the county or city in which the college or university is located to provide for the teaching of the children of public school age in the training school to allow a contract with any county or city board of education instead of only the local board in the county or city in which the institution is located.
