Amends TCA Title 49, Chapter 6.

Present law prohibits LEAs from using or permitting to be used in any school, any textbooks and instructional materials upon any subject to the exclusion of the textbooks and instructional materials listed by the state textbook and instructional materials quality commission and approved by the state board of education. Upon application of the local board of education, the state board of education may waive this restriction when, in the state board's judgment, the unique or unusual needs of the LEA require it. This bill requires that all math, science, and social studies textbooks and instructional materials be aligned to state academic standards no later than the dates referenced below, and requires the state board to cease granting waivers for the aforementioned textbooks and instructional material that are not so aligned, beginning on the dates referenced, as follows: (1) January 1, 2023, for math; (2) January 1, 2024, for science; and (3) January 1, 2025, for social studies. ON MARCH 17, 2022, THE HOUSE ADOPTED AMENDMENT #1 AND PASSED HOUSE BILL 2108, AS AMENDED. AMENDMENT #1 changes the dates referenced above in the bill summary from "January 1" to "July 1" of the applicable year and adds that no waivers may be granted for English language arts beginning January 1, 2023. ON APRIL 11, 2022, THE SENATE SUBSTITUTED HOUSE BILL 2108 FOR SENATE BILL 2154, ADOPTED AMENDMENT #1, AND PASSED HOUSE BILL 2108, AS AMENDED. AMENDMENT #1 incorporates the changes made by House Amendment #1 and clarifies that the state board of education shall not grant a waiver for English language arts textbooks or instructional materials that are not aligned to Tennessee's academic standards beginning on January 1, 2023.
