Amends TCA Title 2, Chapter 19.

This bill prohibits foreign nationals, corporations, charitable and nonprofit organizations, governmental entities and bodies, and interest groups from interfering with a federal, state, or local governmental entity, agency, or governing body by: (1) Providing financial support for a state or local initiative, referendum, unofficial public opinion poll on a governmental bill or initiative, or other matters where the electorate casts a vote or indicates a preference that does not involve the election of an individual to public office; or (2) Providing financial support through social media advertisements, by deliberately disseminating misinformation, or another overt act or clandestine act intended to influence the outcomes of activities described above in (1). ON MARCH 14, 2022, THE HOUSE ADOPTED AMENDMENT #1 AND PASSED HOUSE BILL 2203, AS AMENDED. AMENDMENT #1 clarifies that this bill applies to foreign nationals, foreign corporations, foreign charitable and nonprofit organizations, foreign governmental entities and bodies, and foreign interest groups.
