Amends TCA Title 14 and Title 39.

This bill creates the offense of a person or entity intentionally requiring that another person receive a COVID-19 vaccination or provide proof of COVID-19 vaccination: (1) As a condition of employment; or (2) As a condition to enter any building, facility, or property that is generally open to the public. This bill creates an exception to the above prohibitions for situations where the requirement is a condition for entry into a hospital or other facility used for healthcare treatment of a person who has been designated by a physician as being at high risk of death from exposure to a communicable disease. A violation of this bill will be a: (1) Class C misdemeanor for a first violation; (2) A Class B misdemeanor for a second violation and must be punished by a fine of no less than $1,000; and (3) Class A misdemeanor for a third or subsequent violation and must be punished by a fine of no less than $2,500.
