Amends TCA Section 55-4-256.

This bill authorizes issuance of a disabled veteran registration plate without payment of a fee to a veteran with a service-connected disability that is determined by the United States department of veterans affairs to be permanent and total due to individual unemployability.<br /> <br /> Generally under present law, the department of revenue provides and issues, free of charge, to each disabled veteran in this state, registration and license plates for any motor vehicle that is registered in the name of or leased by a disabled veteran, or by the disabled veteran and the spouse of the disabled veteran. Present law defines “disabled veteran” as a veteran having served in the military, naval, marine or air services of the United States, who is a resident of this state and who is entitled to compensation under the laws administered by the veterans' administration for any of the following due to disability incurred in or aggravated by active military, naval, marine or air services of the United States:<br /> <br /> (A) Loss or permanent loss of use of one or both feet;<br /> <br /> (B) Loss or permanent loss of use of one or both hands; or<br /> <br /> (C) Permanent impairment of vision of both eyes of a status specified in present law.<br /> <br /> Under present law, a disabled veteran in this state who has any other service-connected disability that is determined by the veterans' administration to constitute a 100 percent permanent total disability is entitled, without being required to pay a fee, to the issuance of the registration plates provided for by present law. This bill extends this provision to also include a veteran who has a service-connected disability that is determined to be permanent and total due to individual unemployability.<br /> <br /> ON MARCH 21, 2022, THE SENATE ADOPTED AMENDMENT #1 AND PASSED SENATE BILL 2551, AS AMENDED.<br /> <br /> AMENDMENT #1 specifies that the determination that a service-connected disability is permanent and total must be made by the U.S. department of veterans affairs in accordance with applicable federal regulations.<br />
