Amends TCA Section 9-4-610.
This bill revises certain operations of the Tennessee interagency cash flow committee. Under present law, the Tennessee interagency cash flow committee was created for the purpose of establishing, compiling and maintaining an 18-month forward rolling cash flow projection that projects on a monthly basis all material sources and all material uses of pooled investment fund cash projected to be received and expended by the state. This bill revises the committee's function to be "periodic cash flow report" instead of 18-month forward rolling cash flow projection. Present law requires all state departments, agencies, boards, commissions, bureaus and instrumentalities, except the Tennessee board of regents and the University of Tennessee, to furnish to the committee periodically, or as otherwise requested, all requested information relating to sources and uses of pooled investment fund cash. This bill specifies that this requirement applies when the committee or the department of finance and administration make such a request. This bill also clarifies that the state universities are exempt from this provision, along with the board of regents and UT board of trustees. Present law requires the state treasurer to post monthly on the public website of the treasury department the latest version of the cash flow projection and any notes or explanatory statements accompanying such projection. This bill revises this provision to instead require posting of each periodic report produced by the department of finance and administration about this state's cash flow projections.
