Amends TCA Title 49, Chapter 13.

This bill requires the comptroller to annually compile the average statewide compensation for licensed administrative and supervisory staff employed by LEAs according to the position held, training, and experience; and requires the following in regard to compensation for charter school staff members:<br /> <br /> (1) Before hiring a licensed administrative or supervisory staff member or increasing the compensation of a licensed administrative or supervisory staff member, the governing body of a charter school must compare the proposed compensation to the comptroller's compilation for the school year in which the compensation is to be paid according to the position held by the staff member and the staff member's training and experience. <br /> <br /> (2) If the proposed compensation described above in (1) is more than 150 percent of the average statewide compensation of licensed personnel in a similar position with comparable experience and training, then the governing body must submit the proposed compensation to the governing body's authorizer for approval; and<br /> <br /> (3) The authorizer of the charter school must approve the proposed compensation by a majority roll call vote before the staff member may be paid accordingly. If the authorizer does not approve the proposed compensation, then the governing body must set the proposed compensation at an amount that does not exceed 150 percent of the average statewide compensation of licensed personnel in a similar position with comparable experience and training.<br /> <br /> The bill requires the authorizer of the charter school to approve the proposed compensation by a majority roll call vote. If the authorizer does not approve the proposed compensation, then the governing body must set the proposed compensation at an amount that does not exceed 150 percent of the average statewide compensation of licensed personnel in a similar position with comparable experience and training.<br /> <br /> Present law requires the governing body of the public charter school to make an annual progress report to the authorizer and to the commissioner of education. This bill adds the following to the list of information that must be in that report: a list of all licensed administrative and supervisory staff members whose proposed compensation was submitted to the charter school's authorizer for approval pursuant to this bill, together with the proposed compensation, the authorizer's resulting disposition of each submission, and the subsequent compensation paid to each staff member.<br />
