Amends TCA Title 49, Chapter 1, Part 3 and Title 49, Chapter 5.

Under present law, a teacher who, on the teacher's last three evaluations, received an evaluation demonstrating an overall performance effectiveness level of "significantly above expectations" may petition the commissioner of education for a waiver of any requirement for renewal of the teacher's license. This bill requires the commissioner to report, for the previous calendar year: (1) The number of license renewal waivers: (A) Submitted to the commissioner; (B) Granted by the commissioner; and (C) Denied by the commissioner; (2) The license renewal requirement for which a waiver was submitted; and (3) The reason for the commissioner's denial, if any, of a requested waiver. This bill requires the commissioner to submit the report above to the education committee of the senate, the education instruction committee of the house, and the education administration committee of the house by October 1, 2022, and by each October 1 thereafter.
