Amends TCA Title 4, Chapter 5; Title 6; Title 13; Title 65; Title 66; Title 67 and Title 68.

This bill directs the Tennessee advisory commission on intergovernmental relations (TACIR) to perform a study of the overall effect of utility-scale solar energy development in this state. Topics to be included in the study include examinations of:<br /> <br /> (1) Short-term and long-term projections on the amount of acreage needed to accommodate utility-scale solar development;<br /> <br /> (2) Hazardous waste materials that may exist in equipment used in utility-scale solar energy development; and<br /> <br /> (3) Federal regulatory requirements regarding decommissioning and managing equipment used in utility-scale solar energy development.<br /> <br /> This bill requires TACIR to report its findings and recommendations to members of the energy, agriculture and natural resources committee of the senate, and members of the agriculture and natural resources committee of the house of representatives by January 31, 2023.<br /> <br /> ON MARCH 14, 2022, THE SENATE ADOPTED AMENDMENT #1 AND PASSED SENATE BILL 2797, AS AMENDED.<br /> <br /> AMENDMENT #1 adds three subjects for examination in the TCAIR study and requires that the study examine, for the purpose of determining any necessary consumer protections, the installation of solar energy generation and storage on the property of residential electric customers.<br /> <br /> ON APRIL 27, 2022, THE HOUSE SUBSTITUTED SENATE BILL 2797 FOR HOUSE BILL 2761, ADOPTED AMENDMENT #2, AND PASSED SENATE BILL 2797, AS AMENDED.<br /> <br /> AMENDMENT #2 changes the reporting date from January 31, 2023, to September 30, 2023.<br />
