Amends TCA Title 4 and Title 39.
This bill requires the department of safety to create a voucher program for the purpose of providing a handgun safety course to persons who purchase handguns in this state from a licensed federal firearms dealer. The voucher program must: (1) Consist of a non-transferable voucher provided to a handgun purchaser at the time of purchase; (2) Be valid for 30 days and entitle the handgun purchaser to participate in a handgun safety course approved by the department; (3) Provide for vouchers that do not exceed $30.00 in value, with the handgun purchaser being responsible for the rest of the cost of the safety course; and (4) Allow an entity providing an approved handgun safety course to a person presenting a voucher to be able to present the voucher to the department for reimbursement of the cost of the course up to the face value of the voucher.
