Amends TCA Title 3; Title 4; Title 9; Title 12, Chapter 4; Title 13; Title 41; Title 42; Title 49; Title 54; Title 55 and Title 71.

This bill requires the commissioner of human services to submit a quarterly report detailing the department's access to and use of federal funds. The report must include information, in the aggregate and per program administered by the department for adult and family services, child support, and rehabilitation services, regarding: (1) The amount and source of federal funds available to be spent by the department in the current fiscal year; (2) The amount of federal funds budgeted to be spent and expected to be actually spent in the current fiscal year; (3) The amount and percentage of federal funds set aside as reserve, both cumulatively and in the current fiscal year; (4) Whether there are restrictions or requirements under state or federal law on how federal funds can be spent, and what those restrictions or requirements are; (5) Whether and how the restrictions or requirements described above in item (4) prevented the department's expenditure of federal funds; and (6) Whether unspent federal funds available to the department carry over to the next fiscal year or are lost. The full text of this bill specifies persons to whom the commissioner of human services must submit the report. ON MARCH 29, 2021, THE HOUSE ADOPTED AMENDMENT #1 AND PASSED HOUSE BILL 146, AS AMENDED. AMENDMENT #1 adds the chairs of the health committee of the house of representatives and the health and welfare committee of the senate to the list of persons to whom the commissioner of human services will be required to submit the quarterly reports required by this bill.
