Amends TCA Title 49, Chapter 1.

In addition to requiring the commissioner of education to obtain approval from the state board of education for any changes to school or LEA performance goals and measures, this bill requires the commissioner to convene a working group to ensure stakeholder input prior to submitting a proposal to the state board. Under this bill, the working group must include, but is not limited to: (1) The chair of the education committee of the house of representatives; (2) The chair of the education committee of the senate; (3) The executive director of the state board of education; (4) A representative from the Tennessee Organization of School Superintendents (TOSS); (5) A representative from the Tennessee School Boards Association (TSBA); (6) A public school teacher in Tennessee; and (7) A parent of a child who is enrolled in a public school in Tennessee. This bill requires the commissioner to provide all relevant materials in advance of any convening of the working group to provide adequate time for working group members to gather feedback from their respective peers.
