Amends TCA Title 49, Chapter 6.

Under this bill, beginning with the 2020-2021 school year, a student in any grade K-5 who is identified as in need of Tier II or Tier III interventions according to the response to instruction and intervention (RTI2) framework developed by the department of education must participate in an LEA-approved research-based intervention before the beginning of the next school year. Each student who participates in an LEA-approved research-based intervention pursuant to this bill must be evaluated after completing the required intervention using RTI2 screeners or assessments to measure the student's performance and progress, and to determine whether the student requires further intervention. This bill requires that a student be retained in the upcoming school year if the student was identified as in need of Tier II or Tier III interventions and did not participate in an LEA-approved research-based intervention before the beginning of the next school year.
