Amends TCA Title 40, Chapter 11.

This bill requires the clerk of each court with criminal jurisdiction to provide, prior to the last day of each month, the administrative office of the courts (AOC) with the following statistical information on a form provided by the AOC for that purpose: (1) A list of defendants who: (A) Were cited or arrested the preceding month, categorized by offense and the docket number assigned to each matter; (B) Failed to appear at a scheduled court date during the prior month, and for each defendant: the method of release, the amount of bond required, if any, and the offense with which the defendant was charged; (C) Remained in custody pending trial for more than 10 days during the prior month and for each defendant: whether the defendant has been released and method of release, the amount of bond required, if any, and the offense with which the defendant was charged; (D) Were returned to the jurisdiction of the court, having previously failed to appear at a scheduled court date, during the prior month and for each defendant: the method of release, the amount of bond required, if any, and the offense with which the defendant is charged; and (E) Had their cases disposed of and the manner of disposition; (2) The conditions set for the release of each defendant or a statement that a defendant is not eligible for release; and (3) Any other arrest and release information that the AOC deems relevant and necessary. The AOC will publish the statistical information on its website and prepare and transmit a summary report of the information to the judiciary committees of the house of representatives and the senate by June 30 of each year. A clerk of the court who fails to report the statistical information required by this bill will be liable for a $25.00 administrative fee per month for each unreported defendant.
