Amends TCA Title 5; Title 6; Title 7 and Title 8, Chapter 44.

This bill authorizes a county commissioner to participate in scheduled commission meetings by electronic means (including videoconferencing or other web-based media) only when the commissioner:<br /> <br /> (1) Is required to be out of the county for the commissioner's work. In such instances, the commissioner must give the chair notice five days prior to the scheduled meeting of the intent to participate electronically;<br /> <br /> (2) Is dealing with a family or medical emergency as determined by the county legislative body; or<br /> <br /> (3) Has been called into military service.<br /> <br /> This bill provides that a commissioner may only participate if the commissioner can be visually identified by the chair and may not participate electronically in commission meetings more than two times a year, excluding when the commissioner is absent due to military service.<br /> <br /> Under this bill, the county legislative body may not conduct a commission meeting with electronic participation unless a quorum of commissioners is present at the physical location of the meeting and must develop a policy for conducting meetings with electronic participation.<br />
