Amends TCA Title 49, Chapter 4.

This bill removes the requirement that a home school student must be enrolled as a home school student for a full year to be eligible for certain state lottery scholarships and adds those who complete six credit hours of dual enrollment courses to be eligible for the Tennessee HOPE scholarship, as discussed below. For purposes of the Tennessee Promise scholarship, present law defines a "home school student" to mean a student who completed high school in a Tennessee home school associated with a church-related school, or an independent home school student whose parent or guardian has given notice to the local director of a Tennessee school district of intent to conduct a home school. Additionally, the definition of "home school student" for purposes of financial aid from state lottery proceeds requires that the student have been a student in a home school for one year immediately preceding completion of high school as a home school student. This bill revises the definitions for "home school student" by removing the notice requirement and the one-year home school attendance requirement for residents who complete high school in a home school program on or after July 1, 2021. This bill creates an alternate HOPE scholarship eligibility criteria for a home school student who during a home school program or while attending an ineligible high school enrolls in at least two dual enrollment courses totaling at least six semester hours credit at an eligible postsecondary institution and achieves a grade point average of at least 3.0 in each of the two dual enrollment courses and a cumulative grade point average of at least 3.0 in all dual enrollment courses attempted. This provision is an alternate to the requirements under present law regarding having achieved certain ACT or SAT scores.
