ON APRIL 21, 2021, THE SENATE ADOPTED AMENDMENT #1 AND PASSED SENATE BILL 484, AS AMENDED.<br /> <br /> AMENDMENT #1 rewrites this bill. Present law requires the commissioner of health, in consultation with the regulatory boards that license healthcare practitioners, to study and analyze the impact and effects of the restrictions and limitations set forth in present law in regard to treating patients with opioids (certain of which provisions are scheduled to expire July 1, 2023). Present law requires the commissioner to issue a report, by November 1, 2021, relative to the impact and effects of the restrictions and limitations to the governor, the health and welfare committee of the senate, and the health committee of the house. The report may include recommendations for revisions to the restrictions on the prescription of opioids.<br /> <br /> This amendment adds a requirement for the commissioner to include as part of the report an analysis of the impact of the COVID-19 pandemic on the following:<br /> <br /> (A) The lawful, prescribed usage of opioids in this state;<br /> <br /> (B) The unlawful diversion of opioids in this state;<br /> <br /> (C) The ability of the department to collect data to determine the impacts and effects of the restrictions and limitations established by present law; and<br /> <br /> (D) Whether the impacts and effects that were sought to be achieved through the implementation of the restrictions and limitations are achievable by July 1, 2023.<br />
