Amends TCA Title 11, Chapter 3.

ON APRIL 27, 2021, THE HOUSE ADOPTED AMENDMENTS #1 AND #2 AND PASSED HOUSE BILL 322, AS AMENDED. AMENDMENT #1 rewrites the bill to require the commissioner to offer discounted rates for activities at state parks to veterans who are Tennessee residents and to offer a year-round discount in the amount of no less than 50 percent for camping and overnight cabin lodging fees at state parks to a state-resident veteran who has a service-connected disability that is determined by the veterans' administration to constitute a 100 percent permanent total disability. This amendment requires that certification from the veterans' administration indicating the veteran's percentage of service-connected disability and proof of residency in this state be presented to receive the discounted fee. Such fee is subject to availability, as determined by the commissioner, and only applies to reservations made within 30 days of the stay. Except for the discount for camping and overnight lodging discussed above, the commissioner may determine specific activities for which other discounts would apply, as well as the timing and amount of each discount; provided, that the other discounts must only be offered to resident veterans during off season. AMENDMENT #2 adds a requirement that the commissioner of environment and conservation promulgate rules to effectuate the purposes of this bill and that such rules be promulgated in accordance with the Uniform Administrative Procedures Act.
