Amends TCA Title 62.

Generally under present law, to engage in the business of being a contractor, a person or entity must be licensed by the state board for licensing contractors. Present law sets out in detail requirements for licensure, the process for becoming licensed, and the responsibilities of licensees. Present law contains exemptions to the requirement to be licensed as a contractor to engage in certain work. This bill specifies that the following is not considered to be a contractor, and, accordingly, is not subject to the licensure requirements of present law: a person who erects or installs an on-premises device, digital display, or other improvement to a property or structure that is primarily intended to serve as advertising, and for which compensation is not being received and not intended to be received by the owner or occupant of the property or structure.
