Amends TCA Title 68, Chapter 11, Part 16.

Present law places a moratorium on the issuance of certificates of need (CON) for new nursing home beds, other than 125 beds per fiscal year, to be certified as medicare skilled nursing facility (SNF) beds. The moratorium is presently scheduled to end June 30, 2021. This bill extends the moratorium to June 30, 2025. Under present law, a CON is valid for a period not to exceed three years for hospital projects, and two years for all other projects, from the date of its issuance. This bill extends the period that a CON is valid for nursing home projects to three years. Present law generally requires a CON to relocate nursing home beds. This bill deletes several provisions of present law whereby a nursing home can apply to the health services and development agency to relocate all or fewer of its licensed beds to another location.
