Amends TCA Title 49, Chapter 6, Part 22.

Under present law, it is the duty of the state textbook and instructional materials quality commission to prepare a list of standard editions of textbooks and instructional materials that cover a complete program of study for approval by the state board of education for use in the public schools of the state. <br /> <br /> This bill requires publishers, after textbooks and instructional materials recommended by the commission have been adopted by the state board, to make the textbooks and instructional materials, and all accompanying manuals, workbooks, and other ancillary materials available online for public inspection. For the purposes of such online posting, this bill requires:<br /> <br /> (1) A textbook and accompanying materials to remain available online until the textbook or instructional materials are replaced with a new textbook or materials approved by the state board; <br /> <br /> (2) Publishers to include a copyright notice with any posting. Information concerning copyright infringement and such penalties may also be included in any posting; and<br /> <br /> (3) The department of education to post public comments received on the textbooks and instructional materials adopted by the state board to the department's website, if the comment pertains only to the textbook or textbook's accompanying instructional materials. The public may send to the department such comments by regular, mail, email, or in another electronic format determined by the department. <br />
