Amends TCA Title 38 and Title 39.

This bill imposes a duty on a witness to a medical emergency suffered by another to immediately notify emergency services and then remain at the scene until emergency services personnel arrive, to the extent that the witness can do so without danger or peril to the witness or others. This duty will not apply if the person knows emergency services have already been notified. A violation of the duty imposed by this bill will be a Class A misdemeanor. The penalty will be enhanced to a Class E felony if the medical emergency results in serious bodily injury and to a Class C felony if the medical emergency results in death. This bill states that it does not prohibit more than one person from notifying emergency medical services.
