Amends TCA Title 49.

Present law concerning the approval of textbooks and instructional materials for classroom use in public schools does not prohibit the use of or apply to supplemental instructional materials.<br /> <br /> This bill changes present law by requiring teachers to only use supplemental materials that are approved by the state board of education. This bill defines "supplemental materials" to mean a lesson plan, reading material, student worksheet, or instructional guide that a teacher uses to instruct a student on the academic standards of this state, and the lesson plan, student worksheet, or instructional guide is not created by the teacher or any other teacher within the school. For purposes of this bill, materials that are previously approved or provided by the state board of education or the department of education are not supplemental materials.<br /> <br /> This bill establishes a process whereby a teacher or LEA may submit a request for review and approval to use supplemental materials to the state board. The process includes public notice and opportunity for public comment.<br /> <br /> This bill requires the state board to prepare a list of the approved supplemental materials so that teachers and citizens in this state may review the supplemental materials.<br /> <br /> This bill's provisions do not apply to a teacher teaching outside of the regular school hours.<br /> <br /> This bill requires the state board to promulgate rules to effectuate this bill's purposes.<br />
