Amends TCA Title 56; Title 63 and Title 68.

Generally under present law, a healthcare provider must be licensed to practice in this state in order to engage in telehealth. For purposes of the telehealth provision, "healthcare provider" means: an individual acting within the scope of a valid license issued pursuant to the professions of the healing arts provisions; a state-contracted crisis service provider that is employed by a facility licensed under the mental health and substance abuse and intellectual and developmental disabilities provisions; or a licensed alcohol and drug abuse counselor. This bill adds as an exception to the requirement for state-licensure for providing telehealth services that an individual licensed in another state who would, if licensed in this state, qualify as a healthcare provider as defined above may practice telehealth while providing healthcare services on a volunteer basis though a free clinic pursuant to the Volunteer Health Care Services Act.
