Amends TCA Title 55.

This bill requires that, on all public highways designated as being on the system of highways or the interstate system of highways: (1) For the first and second violations of any speed limit established by the department of transportation or counties or municipalities on such highways, the violator only be issued a warning and informed of the penalty for any subsequent violations if the speed at the time of the violation was less than seven miles per hour over the speed limit; and (2) For third and subsequent violations of any speed limit established by the department or counties or municipalities on such highways be punishable as otherwise provided by law for that violation. This bill also provides that items (1) and (2) above will not apply when the speeding violations occur within: the designated distance of a marked school zone; one mile of a church or hospital; or work zones where the speed limits have been reduced by the department and when employees of the department or construction workers are present.
