Amends TCA Title 39, Chapter 14.

Present law generally grades the offense theft of property based on the value of the property obtained, ranging from a Class A misdemeanor if the value of the property obtained is $1,000 or less to a Class A felony if the value of the property obtained is $250,000 or more. This bill creates the offense of mail theft, which is committed when a person takes mail from a residential mailbox or from the curtilage of a dwelling without the consent of the addressee and with the intent to deprive the addressee of the mail. A first offense of mail theft will be graded in the same manner as theft under present law. A second or subsequent offense of mail theft will also be graded in the same manner as theft under present law; however, the offense will not be graded less than a Class E felony.
