Amends TCA Title 70, Chapter 2.

Present law requires that all annual sport licenses be issued for the year beginning March 1 and ending the last day of February of the following year, both inclusive. This bill instead generally requires that all annual licenses and permits relating to wildlife expire 365 days following the date of issue. This bill authorizes the fish and wildlife commission to promulgate rules to determine dates for the purposes of calculating license years and to abolish license years and establish an annual license system. Present law generally authorizes the commission to promulgate rules to adjust fees for licenses and permits relating to wildlife, the amount of which is otherwise specified in present law. This bill removes most provisions of present law that specify fee amounts for licenses and permits relating to wildlife. This bill does not remove the statutory fees for discounted licenses and permits that are only available to persons who have particular types of disabilities. ON MARCH 11, 2021, THE SENATE ADOPTED AMENDMENT #1, AND PASSED SENATE BILL 1199, AS AMENDED. AMENDMENT #1 retains some statutory references to discounted licenses that are only available to hunters and fisherpersons who are age 65-years or older. This amendment retains March 1 through the end of February as the default, statutory license year, while authorizing the fish and wildlife commission to abolish license years and establish an annual license system. ON APRIL 5, 2021, THE HOUSE SUBSTITUTED SENATE BILL 1199 FOR HOUSE BILL 1384, ADOPTED AMENDMENT #2, AND PASSED SENATE BILL 1199, AS AMENDED. AMENDMENT #2 authorizes TWRA to promulgate rules to effectuate this bill's provisions and specifies that any such rulemaking must comply with the Uniform Administrative Procedures Act.
