As introduced, requires that the notice of a preliminary determination of illegality made by the commissioner of transportation whenever vegetation located on a right-of-way is removed before certain permits have been properly obtained, be provided in writing via the United States postal service or electronic mail if the permit applicant or holder provided an email address.
