Amends TCA Title 38.

Federal law generally authorizes qualified retired law enforcement officers who possess particular forms of identification to carry a concealed firearm that has been shipped or transported in interstate or foreign commerce. One of the forms of identification that a retired law enforcement officer may possess in order to lawfully carry a concealed firearm under federal law is a photo ID issued by the officer's former employing law enforcement agency and a certification issued by the state where the retiree resides or by a certified firearms instructor in that state that indicates that the retiree has met the active duty standards for qualification in firearms training to carry a firearm of the same type as the concealed firearm.<br /> <br /> In order to facilitate the issuance of the certifications by this state that will qualify under the federal law, present Tennessee law established a process whereby a retired officer may bring a certificate issued by a certified firearms instructor to the Tennessee POST commission. In order for the POST commission to issue the certification, the commission certified firearms instructor who issued the certificate must be on the commission's list of approved instructors and the commission must make a determination that the applicant is eligible to carry a firearm under federal law after having the applicant submit two sets of fingerprints for purposes of a state criminal history background check conducted by the TBI and a federal criminal history background check conducted by the FBI.<br /> <br /> This bill deletes the fingerprint background check part of the application process for issuance of the certification.<br />
