Amends TCA Title 49.

This bill requires LEAs to develop, make accessible to the public on the LEA's website, and update at least annually, a database that includes the following information for each person employed by the LEA:<br /> <br /> (1) First and last name;<br /> <br /> (2) Job title;<br /> <br /> (3) Annual or hourly compensation rate; and<br /> <br /> (4) School or administrative division for which the employee works.<br /> <br /> This bill also requires a director of schools to annually post a salary schedule adopted by the LEA to the LEA's website.<br /> <br /> ON APRIL 19, 2021, THE SENATE ADOPTED AMENDMENT #1 AND PASSED SENATE BILL 1303, AS AMENDED.<br /> <br /> AMENDMENT #1 rewrites the bill. This amendment:<br /> <br /> (1) Requires, if a student is placed in foster care and such student seeks to participate in interscholastic athletics, the public school or public charter school in which the student is enrolled to notify an association that regulates interscholastic athletics of the student's placement in foster care, if failure to notify the association of the student's placement may result in the student being deemed ineligible to participate in athletics for any period of time;<br /> <br /> (2) Prohibits, notwithstanding item (1) above, a public school or public charter school from notifying an association that regulates interscholastic athletics of a student's placement in foster care unless the school first obtains written consent from the student's parent or legal guardian, or from the student if the student is 18 years of age or older, prior to making the notification;<br /> <br /> (3) Requires, by January 1, 2022, and by January 1 of each year thereafter, each LEA and public charter school to submit to the department of education documentation of its compliance with this amendment in the manner prescribed by the commissioner; and <br /> <br /> (4) Requires, by January 31, 2022, and by January 31 of each year thereafter, the department to submit a report to the education administration committee of the house of representatives and the education committee of the senate documenting each LEA's and public charter school's compliance with this amendment. <br />
